Definition
The Mandates & Authority Engine resolves who is authorised to do what, on whose behalf, with how many co-signers, under which conditions. It powers open-finance consents (PSD2 / PSD3 / FIDA), corporate-banking signatory schemes (single / joint / any-2-of-3), maker-checker / 4-eyes / N-eyes flows, delegated treasury approvals, board / Shariah-board / audit-committee approvals, relationship-manager-assisted actions, and fund / custodian / trustee instructions. Every resolved action carries the full delegation chain so the audit-evidence pack can reconstruct exactly who authorised what. Status: scaffold; Phase 2 implementation pending.
