Definition
APEX (agent-portable-ecosystem-exchange) is the IOF interoperability standard that governs how AI agents discover, authenticate, and communicate with each other across the Islamic Open Finance™ platform and third-party systems. APEX defines: (1) an agent capability manifest (JSON-LD document hosted at /.well-known/agent-manifest.json) describing a bot's identity, supported rails, and trust level; (2) a negotiation protocol for capability advertisement and acceptance; (3) a message envelope format compatible with both ISO 20022 and Activity Streams 2.0; and (4) Web Bot Auth (RFC 9421) as the mandatory authentication layer. APEX enables IOF's 7 governed copilots to delegate sub-tasks to specialist agents, chain multi-step workflows across rail boundaries, and interoperate with external agent ecosystems (e.g., Model Context Protocol servers, OpenAI Agents SDK, Cloudflare Agents) while maintaining full audit trails, ABAC enforcement, and Shariah-compliance attestation at each hop.
